Short answer. You can rent a car in Baku with a Chinese licence, but not everywhere. China signed neither of the two road traffic treaties. So your licence has no automatic legal standing here. Read this before you book anything.

Why is a Chinese licence different?
Two treaties decide whose licence is recognised abroad. Almost every country belongs to one of them.
China belongs to neither. Not the 1968 Vienna Convention. Not the 1949 Geneva Convention.
The gap is the whole reason this page exists. A legal gap is not a rule against Chinese drivers.

An international permit does not fix it either. China does not issue the treaty version.
What you can buy online as an “international driving permit” is usually a translation booklet. The booklet carries no legal force.
So can you rent a car in Baku with a Chinese licence?
A Chinese licence is accepted by some Baku companies and refused by others. No treaty settles it.
The desk makes the call. No law tells them yes, and none tells them no.
Big international brands almost always refuse. Their rules come from head office.
Local companies look at the case. A notarised translation helps a lot.
Ask before you fly. Getting a written answer takes five minutes on WhatsApp.
What is the risk if you drive anyway?
The risk splits in two: a traffic stop and lost insurance. People mix them up.
- A traffic stop. The officer may not accept the licence. That can end the drive.
- Insurance. This is the expensive one.
If your licence is not valid here, your cover may not apply after a crash.
Compulsory ICBARI insurance pays other people, up to 5,000 AZN for property.
Damage to the rental car is a different matter, and that bill lands on you.
So the question is not whether you can start the engine. The real question is what happens on a bad day.

Does a Hong Kong or Macau licence work?
Yes, a Hong Kong or Macau licence works with a permit. Azerbaijan covers Hong Kong and Macau separately.
Both territories inherited the 1949 Geneva Convention. So an international permit issued there is a real one.
Carry the permit with the original licence. One without the other is not enough.
Taiwan is a different case again. Ask us before you book.
What if you live in another country?
Many Chinese citizens hold a second licence from where they study or work.
A German, Australian or Singapore licence changes the answer completely.
Bring that one. Match it to the passport you enter on if you can.

For a Chinese licence the 30-day rule is not the binding problem. Recognition is.

Is a Chinese driving licence legal in Azerbaijan?
No treaty recognises a Chinese driving licence in Azerbaijan. Acceptance is decided by the rental company and the officer.
Will an online international permit help?
No, an online permit will not help. China does not issue the version Azerbaijan recognises. A booklet bought from a website carries no legal force.
Can I get a translation done in Baku?
Get the translation done at home before you fly, not in Baku. Arriving with nothing wastes a day.
Is a car with a driver much more expensive?
A car with a driver costs more per day. Over a short stay in Baku the totals come out close.
Do your staff speak Chinese?
No, our staff do not speak Chinese. We work in Azerbaijani, Russian, English and Turkish.
