Short answer. Yes, you can rent a car in Baku with a Pakistani licence. Pakistan joined the 1968 Vienna Convention on 19 March 1986. Azerbaijan joined in 2002. Your licence is printed in English, in Latin letters. Bring it with your passport and e-visa. The bigger change is the side of the road.
