Short answer. Yes, you can rent a car in Baku without a credit card. Most local companies take cash. International brands almost always demand a credit card in the driver’s name. A debit card is not the same thing. A Forex card is not either. Ask before you fly.

Why do big brands insist on a credit card?
International brands in Azerbaijan do not want your money. The brands want the ability to charge you later.
A credit card lets them block a sum without taking it. A credit card also lets them charge a fine three weeks after you fly home.
A debit card cannot do the second part reliably. So the big desks refuse it, and they refuse it at the counter.
A refused debit card is why tourists leave an airport office with no car.
Can you rent a car in Baku without a credit card?
Yes, local Baku companies rent without a credit card, taking cash or a debit card.

One rule never bends anywhere. The card must carry the driver’s name. Your partner’s card will not work.
How does the deposit work without a card?
The deposit moves to cash. You hand over notes at pickup and take them back at return.
Two things make this safe for you.
- Get a receipt. It should show the amount, the date and the car.
- Photograph the car first. Every panel, the wheels, the fuel gauge, the mileage.

- Do you accept a debit card or cash for the deposit?
- How much is the deposit for this car?
- When exactly do I get it back?

- Is the insurance excess separate from the deposit?

Does this change which car you can take?
Yes, paying cash changes which car you can take. A cash deposit in Baku scales with the value of the car.
A small hatchback needs the least. A large SUV or a business sedan needs more.
Booking an economy car is the simplest route if you carry no credit card. You can always move up later.

Where do you get manat?
Cash still matters in Baku. Many taxi drivers take cash only.
ATMs are everywhere in the centre. Exchange offices near Fountain Square give better rates than the airport.
Do not change large sums at the terminal. Take enough for the first day and change the rest in town.

Can my husband or wife pay with their card?
No, a spouse cannot pay with their card. The card must be in the name of the person who signs and drives.

Do I need cash for fuel and parking?
You need little cash: Azerbaijani petrol stations take cards. Baku street parking uses the AzParking app. Keep some manat anyway.
