Short answer. The alcohol limit in Azerbaijan is zero. Not 0.02, not one small beer. Any measurable alcohol counts as drink driving. The penalty is a heavy fine and the loss of your licence. Drink driving also cancels every insurance you have.

What is the alcohol limit in Azerbaijan?
The legal limit is 0.00 for every driver here. No allowance exists to work with.
| Country | Blood alcohol limit |
|---|---|
| Azerbaijan | 0.00 |
| Turkey | 0.05 |
| Georgia | 0.03 |
| Most of the EU | 0.05 |
| United Kingdom | 0.08 |
A visitor from Britain has eight times the allowance at home. Here it is none.
What happens if you are caught?
In Azerbaijan a heavy fine, and your licence taken for a long period.
Serious cases and repeat offences can mean prison.
For a foreign driver it also means an end to the trip, on the spot.
We do not publish an exact figure here because the bands change. Assume it is severe.
Does it cancel your insurance?
Yes, alcohol cancels your insurance completely. In Azerbaijan this is the part people underestimate.
The compulsory cover pays the other party, not you.
Any extra cover you bought stops applying the moment alcohol is found.
You then owe the full value of the damage. Our insurance guide explains what is left.
How are drivers tested?
Drivers are tested by a roadside breath test at an Azerbaijani police stop.
Stops are common late at night and at weekends.
Refusing the test is treated as failing it.
A blood test follows if the reading is disputed.
What about the day after?
- Alcohol leaves the body at roughly one unit an hour.
- Coffee, food and a shower do not speed that up.
- A late night can still show a reading at nine in the morning.
- If you drank heavily, do not drive the next morning.
The morning after catches more visitors in Baku than the night itself.
What if you want to visit a winery?
Take a driver if you want to visit a winery. The hills around Shamakhi hold most of the country’s vineyards.
Tastings are a real reason to go, and they are worth the drive.
Take a driver instead. Ours are priced on a ten hour day.
See our car with a driver page and the Shamakhi route.
Is there anything else to avoid?
Cough medicine and mouthwash both contain alcohol, and Azerbaijan allows none.
Neither will make you drunk, but a breath test does not know that.
Rinse with water before you drive if you have used either.
Zero tolerance sounds excessive. With a zero limit it is simply the rule.
One last point about culture. Nobody will pressure you to drink before driving here.
The rule is well known locally and saying no is completely normal.
Drivers in a group are expected to stay dry, and nobody argues about it.
One question we get from Gulf and European visitors alike. Does a hotel bar count?
Where you drank changes nothing. Only what is in your blood matters.
The same applies to a glass of wine with lunch.
If you plan to drive that afternoon, order tea instead.
One evening drink is a small thing to give up. The trip stays legal.
What do we offer instead of driving?
Instead of driving we offer a car with a driver, priced on a 10-hour day.
- Deposit 200 to 300 USD (340–510 AZN), depending on the car. Cash or a card block.
- No mileage limit anywhere inside Azerbaijan.
- Minimum rental 2 days.
- Fuel comes back at the level you got it.
- ICBARI insurance is in the price. Full cover with a 300 to 500 EUR excess is optional.
