Short answer. Speed limits in Azerbaijan are 20 km/h in residential zones and 60 in towns. Rural roads are 90 and motorways are 110. Cameras issue almost every fine. Going 21 to 40 over costs 50 AZN. Going 41 to 60 over costs 200 AZN. The alcohol limit is 0.00.

What are the speed limits in Azerbaijan?

Where you areLimit
Residential and yard zones20 km/h
Towns and cities60 km/h
Roads outside built-up areas90 km/h
Motorways110 km/h

60 km/h applies on wide city roads too. The width of the road changes nothing.

Signs override these defaults. Some Baku avenues are posted at 70 or 80.

What does speeding cost?

Over the limit byFine
11 to 20 km/h10 AZN
21 to 40 km/h50 AZN
41 to 60 km/h200 AZN
More than 60 km/h300 AZN

In Azerbaijan the jump from 50 to 200 AZN is the one to remember. The jump happens at 41 km/h over.

On a 60 km/h road that means 101 km/h. Reaching 101 km/h is easy on an empty avenue at night.

Where are the cameras?

Cameras cover Baku’s main avenues and the highways to Gabala, Sheki and Quba. Speed cameras sit everywhere that matters.

Most are fixed and marked. Some are not.

Cameras photograph the plate, not the driver. So the fine goes to the car owner first.

For a rental car, that owner is the rental company. Fine routing through the company is why the next section exists.

How do fines reach a tourist?

Fines reach a tourist slowly. The notice usually arrives days or weeks after the drive.

By then you may be home. The rental company gets the notice and passes the cost to you.

Three questions to ask before you sign a contract.

  1. How will you tell me if a fine arrives?
  2. Do you add an admin fee on top of the fine?
  3. How much is that fee, in manat?

Some firms in Baku add a large fee. The practice has caused public complaints. A clear answer up front is worth more than a cheap daily rate. See our guide to deposits and what comes out of them.

How do you check and pay a fine?

Azerbaijani fines are checked on the traffic police site at dyp.gov.az. You need the plate number.

Payment goes through ASAN Pay, the e-government portal, or a payment terminal.

Renting from us? Then just ask us. We check the plate and tell you what is outstanding.

What else gets fined?

Alcohol, radar detectors and a phone in your hand all get fined. So do a child in the front seat and an unpaid parking zone.

OffenceNote
Any alcohol in your bloodThe limit is 0.00. It is not a small fine
Radar detector in the carIllegal. Apps that behave like one count too
Child under 12 in the front seatNot allowed
No seat beltApplies to the back seats as well
Phone in your handUse a mount or a speaker
Parking in a paid zone unpaid20 to 50 AZN, plus 10 AZN if unpaid by 22:00

The Azerbaijani alcohol rule is the one visitors misjudge most. Azerbaijan allows no alcohol at all.

What happens if you are stopped?

If you are stopped in Azerbaijan, stay in the car. Step out only if asked. Hand over your licence, passport and the car documents.

Speak calmly and slowly. Many officers speak some English or Russian.

Call the rental company if anything is unclear. The number on your contract is there for that.

Full details of what to carry are in our documents guide.

How do we handle fines?

Fines go onto the contract you signed at handover. We explain the penalty points before you sign.

  • The rules and the penalty points are written into the contract.
  • We explain them at handover, before you sign.
  • The main conditions also go to your phone as a message.
  • A fine that arrives after you return the car is charged under that contract.
  • Deposit 200 to 300 USD (340–510 AZN) covers this while the rental runs.

Penalties are set by law and published by the State Traffic Police.

We have rented cars in Baku since 2023 and run 105 cars today. The office is open 24/7 and the phone answers at night.

Common questions

Is there a tolerance above the limit?

In Azerbaijan fines start above 10 km/h over. Do not treat that as permission.

Will I know about a fine before I fly home?

Often you will not know before you fly home. Azerbaijani camera notices take days or weeks to appear.

Can I pay a fine myself after leaving Azerbaijan?

Yes, through ASAN Pay online. Ask us for the exact reference number.

Are radar detector apps illegal too?

Anything that warns you about cameras is treated as a detector. Do not use one.

Do fines come out of my deposit?

Usually yes, fines come out of the deposit. Read our Baku deposit guide before you sign.

What is the limit on the road to Gabala?

90 km/h on the open road, 60 through every village. Villages come often.
