Renting a Car in Baku With a Ukrainian or Belarusian Licence

Short answer. You can rent a car in Baku with a Ukrainian licence. A Belarusian one works the same way. Both countries ratified the 1968 Vienna Convention in 1974. The licence is valid here by treaty. New cards carry Latin letters, so no permit is needed.

Can you rent a car in Baku with a Ukrainian licence?

Yes, a Ukrainian licence is valid in Azerbaijan by treaty. Three countries, one treaty, is the whole mechanism.

Inside the treaty, a national licence from one member is valid in another.

No extra paperwork is required by law.

Does your card carry Latin letters?

Latin letters are the practical question in Baku, and it depends on the year.

• Ukrainian cards from 2011 onward print the name in Latin as well as Cyrillic. No problem.
• Belarusian cards also carry a Latin transliteration on the current format.
• Old Soviet-era paper licences are Cyrillic only. Those need a permit, and most are long expired.

Look at your card now. If your surname appears twice, once in Latin, you are fine.

How long is it valid here?

A Ukrainian licence is valid for thirty days from the day you enter Azerbaijan.

An international permit removes that limit. For a longer stay, carry one.

Do you need a visa?

Ukrainian and Belarusian citizens travel to Azerbaijan without a visa for short stays.

Rules change. Check the current position before you book flights.

Bring the passport you entered on to the rental counter.

What language do we work in?

What is different from driving at home?

Rules match home closely. Camera coverage and paid app parking are the two differences.

The numbers are familiar. Two things are not.

Where is worth driving?

Gobustan, Sheki, Quba and Gabala are worth driving to from Baku. The country is small enough to see properly in a week.

• Gobustan, an hour south, rock art and mud volcanoes
• Sheki, four hours north-west, the Khan’s Palace
• Quba and Khinalig, the high north
• Gabala, three hours, mountains and a cable car

What does a week on the road cost?

Fuel is the only running cost, because there is no mileage cap.

Sums use AI-92 at 1.10 AZN and 8 litres per 100 km.

A hybrid cuts that by roughly a third on long runs.

What do you bring to the counter?

• Your licence, the original card
• Your passport with the entry stamp
• An international permit only if your card is Cyrillic alone

The Baku deposit is 200 to 300 USD, in cash or blocked on a card.

Cash comes back on the spot when you hand the car over.

What do we ask a Ukrainian or Belarusian driver for?

• Your national licence covers the first 30 days after you enter.
• An international permit removes that 30-day limit.
• Passport and licence are the only documents we need from you.
• Deposit 200 to 300 USD, depending on the car. Cash or a card block.
• No mileage limit anywhere inside Azerbaijan.
• Minimum rental 2 days.
• Fuel comes back at the level you got it.
