Short answer. Roundabouts in Baku work on the same rule as Europe. Traffic already on the circle has priority. The written rule is not the problem. Indicators are used loosely here. Watch the wheels of other cars, not their lights.

How do roundabouts in Baku actually work?
On a Baku roundabout you give way to cars already going round. Giving way is simple, and it is the law.
The difficulty is that lanes on the circle are advisory in practice.
Cars drift between them without signalling.
Leave more space than you would at home and you will be fine.
What is the one habit to learn?
In Baku watch the front wheels of the car beside you, not its indicator.
Wheels tell the truth about half a second before anything else does.
Indicators here are often switched on during the turn, not before it.
Sometimes they are not switched on at all.
Which junctions catch visitors out?
- The big multi-lane circles on the avenues out of the centre.
- Junctions near the seafront, where lanes merge without warning.
- Small village roundabouts, where nobody expects you to stop.
No Baku circle is dangerous at a sensible speed. All of them are at 60.
How do you position the car?
Position the car in the outside lane for the first exit, inside for the last.
| Where you are going | Lane to use |
|---|---|
| First exit | Outside lane, stay in it |
| Straight ahead | Outside or middle |
| Last exit or full circle | Inside, move out early |
Moving out early is the key part. Waiting until the exit fails in Baku.
What about junctions without a roundabout?
Most large Baku junctions are traffic lights, not circles.
Lights change quickly and drivers move on amber.
A green arrow means you may turn. A plain green does not always.
Underpasses and flyovers carry the main flows, so you often cannot turn left.
Can you turn right on red?
No, you cannot turn right on red. In Azerbaijan a green arrow is required.
The rule differs from what some visitors are used to at home.
Cameras catch it and the fine arrives later.
Our fines guide explains how those reach a tourist.
Is Baku traffic hard for a visitor?
Baku traffic is busier than it is aggressive. People leave gaps and let you in.
Horns are used to say “I am here”, not to argue.
The first hour feels chaotic. The second hour feels normal.
Our first time in Baku guide covers the other eight surprises.
One more thing about pedestrians. In the centre they use underpasses, not crossings.
So a person stepping into the road near a junction is unusual and unexpected.
Outside the centre it is the opposite, and people cross wherever they like.
One last note on lane changes. People move across without looking for long.
Keep a gap in front of you and the problem solves itself.
Two seconds of space is enough in city traffic.
At 60 km/h that is about 33 metres.
Tailgating is the one habit that turns a busy road into a risky one.
Nobody here expects you to leave that gap, so nobody will thank you for it.
Another car will simply fill it, and you leave a new one. Leaving another gap is fine.
